In a small bowl, add 1 tsp oil and shallot and stir to blend. In a second bowl whisk to blend salt, pepper, lemongrass powder and sugar. On high heat add remaining oil in medium non-stick skillet. When oil is glistening, add snow peas, then sprinkle with dry mixture. Cook for 30 seconds without stirring. Stir until tossed gently, and then cook for another 30 seconds without stirring. Continue to stir cooking until peas are crisp-tender about 1 to 2 minutes. Transfer peas from skillet to bowl. Then add shallot mixture to skillet and mash with spatula until softened and fragrant. Remove from heat and gently toss with peas. Stir in lime juice and Basil oil.
